Alexander Settles

Alexander Settles will be spending the academic year in Moscow, Russia and will be affiliated with the State University - Higher School of Economics. He will be lecturing at the Faculties of Management and Public Administration and Municipal Management on management, public policy analysis, and e-government. Mr Settles is an Assistant Policy Scientist at the Institute for Public Administration at the University of Delaware.

Mr. Settles has developed an expertise in management, economic development, e-government, and information technology, land use planning and real estate market, local government management and budgeting, growth management policies, and geographic information systems (GIS). Mr. Settles has worked at the Institute for Public Administration for eight years as a policy analyst and planner. He has worked with the Delaware Office of State Planning Coordination on state planning issues since 1994 and is a founding member of the Delaware Geographic Data Committee, geographic information systems coordinating body. Mr. Settles has provided policy direction and technical assistance to the Delaware League of Local Governments and Sussex County Association of Towns as part of his work with local governments. As part of meeting the Institute's mission to provide public service to Delaware's public sector, Mr. Settles has worked with many Delaware municipalities on issues of planning, mapping, management, charter revision, and budgeting.

Mr. Settles's research interests include information technologies and GIS, economic development policy, public-sector efforts to manage corporate governance, intergovernmental coordination, comprehensive planning, and comparative public administration. He has been a consultant to the Organization for Economic Coordination and Development (OECD) working with the project on the Impact of E-Government and currently serves on the OECD Russian Roundtable for Corporate Governance. He has been as an invited presenter at the 2004 World Knowledge Forum, Korea and as an invited participant at the Fourth Global Forum on Reinventing Government sponsored by United Nations, Department of Economic and Social Affairs.

Mr. Settles has served as President and Treasurer of the Delaware Chapter of the American Society for Public Administration and on the chapter executive board of the American Planning Association. He is also a participant in the Network of Institutes and Schools of Public Administration in Central and Eastern Europe and the International Congress of Administrative Sciences. Mr. Settles is a member of the American Institute of Certified Planners.
