My name is Mikhail Fedotov. I am a Doctor of Law, professor, but my professional biography at whole is connected to journalism. In the beginning 1990 I was the Minister of Press and Information of the Russian Federation, and then – Russian Permanent Representative (Ambassador) to UNESCO. Now I work in Moscow as a vice-president of INDEM Foundation - regional non-commercial and non-governmental research organization “Information Technologies for Democracy” founded in 1990. Simultaneously I am a secretary of the Russian Union of Journalists. The sphere of my professional interests is connected to perfection of the Media Legislation in my country. As an author of the draft Public Broadcasting Law I am going to study in the Kennan Institute (www.kennan.yar.ru) a legal base and practice of public TV in USA.
